Complete Phase Out Request Pages

All the pages in the "Requests and Bugs" Section of the SMBC page will no longer be used. At the beginning of each page, explain that these pages are no longer being used, and link to the appropriate place to make requests.

Then move the entire section to the bottom of the SMBC page into a new section called "Deprecated Pages." A wiki admin should then lock the pages.

Once that's done, people can take their time transferring whatever data they need to from those pages into the new system on the forums.

Oh yeah I forgot that you guys can't change prefixes. I get a mod will have to change them.

The thing next to the thread title that says "In Progress"

Hmm... I suppose we should follow the same rules as the other stuff and have skin requests be handled in the skins forum. I'll add the request prefixes to it. So just link people there.

I'll mark it complete. I guess that last paragraph would be a separate task.
